Aims & Objectives
The Trust will be aimed at providing funding for tertiary education at all Ghanaian public Universities and Polytechnics for bright and financially needy students. Such funding may be full or partial and apply to both new and continuing students; moreover such funding will be provided on an annual renewable basis subject to both need and results performance. All recipients will undertake to remain in Ghana and contribute to the social and economic development of the country and will be bonded for a period of five years; such period to exclude any subsequent national service. Any recipient wishing to pursue further postgraduate studies outside of Ghana within the bonding period must secure permission from the Trustees (which shall not be unreasonably withheld) before accepting/undertaking any placement. Any un-utilised bonding period remaining will be suspended until completion of such studies, but candidate must agree to return to Ghana to serve out such un-utilised period. In the event of failure to complete the course within the specified period of absence, candidate must commit to immediately return to Ghana.
Recipients will undertake to work during vacation times for their local community and/or fund raising for the Trust.
Selection of recipients will be biased towards women with a 60/40 ratio as its objective, but with a gender neutrality as its minimum standard. Selection will be biased to the north of Ghana with a 60/40 ratio as its objective, and a 60/40 financial award bias towards Universities over Polytechnics. Decisions on these ratios to be left to the discretion of the Trustees. The Trust will also seek to make awards to physically handicapped students.
Areas of focus for financial support by the Trust will include the following academic disciplines:
- Medicine, Nursing, Optometry, Dentistry and Pharmacy
- Agricultural Sciences and Engineering
- Mining and Petroleum Engineering
- Geological/Earth Sciences
- Civil, Mechanical, Electronic and Electrical Engineering
- Computer Science
- Biological, Biomedical sciences, Chemistry and Physics
- Natural Resources and Environmental Management
- Arts and Humanities (specifically Social Science, African Studies and African Crafts)
- Economics and Business Studies (including Accountancy and Marketing)
- Hotel Management
- Construction, Architecture, Surveying and Planning
The Trust will be fully transparent, and will prepare an Annual Report for distribution to the Ministry of Education, Stakeholders (Universities and Polytechnics), NUGS, donors, and the Press (newspapers and radio/television).
The Trust will seek to receive annual support of GBP 20,000 (approximately 40,000 CeDis) from the Lloyd family, and will seek to raise additional sponsorship from third party individuals and Corporations. All donors will be offered Scholarship naming opportunities for their respective donations. The Trust will operate on a minimum cost basis such that fund raisers can validly state that 100% of all third party donations will be disbursed to Scholars.
The Trust will retain a small portion of the Lloyd family donation for disbursement by the Trustees to any Scholars in the event of unforeseen emergencies.
For each recommended applicant, Universities and Polytechnics will be required to submit their complete internal documentation plus the Trust's due diligence forms to the Trust for examination and assessment. The Trust will make its own analyses as it deems appropriate and the Trustees will themselves make their selection of recipients. Such decisions shall be final.
All payments made by the Trust will require three signatures; namely the Chairman of the Trustees, the Accountant and one other Trustee. All payments for recipients will be made to the appropriate University/Polytechnic and the University/Polytechnic will be required to pay all fees and accommodation portions into their accounts directly and to make any living cost payments direct to students on a monthly basis. All such administration made by Universities and Polytechnics shall be made on a pro-bono basis and Universities and Polytechnics must agree to furnish all accounting records concerning disbursements to Scholars including receipts, etc..
The Trust will provide both mentoring, and employment counselling programmes. Each Scholar will have a moral tutor.
The Trust will organise bi-annual or annual regional meetings of current and past Scholars to facilitate bonding and camaraderie. An alumni association of past Scholars will be organised by the Trust.
There will be six Trustees plus a Chairman -all such Trustees to be Ghanaian. Three of the Trustees shall be Ghana resident Linacre College, Oxford alumni (in the event of there being more than three such alumni, the Chairman shall decide on which persons to appoint as Trustees from this pool). At minimum, the Trust shall have three women members and be geographically evenly balanced in terms of North/South. The Chairman shall be an eminent Ghanaian Oxford University graduate. Trustees shall meet on an as required basis, but at least every quarter.
The Trust will have an Advisory Board composed of at least seven members with at least three prominent Ghanaian Business men and women. Such Board shall meet twice annually (once following selection of Scholars, the other at the time of publication of the Annual Report.
All Trustees and Advisory Board members shall work on a pro-bono basis.
The Trust will commence operations early 2008 and the first will be offered for the academic year 2008-2009.
